Job Description
The Finance Specialist will be responsible for developing
comprehensive budgets and financial analysis of program. Manages,
coordinates, & monitors budget, timesheets, & expenditures.
Collaborates with program staff on policy. Performs analysis,
prepares & completes reports. Reviews expenditure requests &
support documentation to effect payments; on a continual basis,
monitors revenue & expenditures of program & grant fund balances;
will ensure all services meet contract, funding, and accreditation
requirements, and are consistent with the mission, vision and
values of the Columbus Urban League.
Work Readiness Training University (WRT-U) [also referred to as
Ready to Earn]
The WRT-U youth program is an experiential learning opportunity in
which CUL provides TANF eligible Franklin County youth, ages 14-19,
with work readiness training and project-based learning
opportunities typically during the summer, now year-round. Youth
can earn up to $3,350 in stipends and incentives for completing
activities and projects as well as demonstrating knowledge and
skill gains in OMJ Job Readiness Domains (reliability, work ethic,
punctuality, discipline, teamwork/collaboration, digital
technology, and career management).
Duties & Responsibilities:
- Ensure the program's spending align with the expected outcomes
of grants and budgets through regular monitoring and reporting to
the Project Manager (or designee) and other members of the WRTU
and/or CUL leadership team(s).
- Adhere to guidance and instruction for finance duties as
outlined in organization policy and leadership.
- Manage all fiscal aspects associated with general revenue,
non-general revenue, grants, financial donations, and/or
pay-to-play options.
- Manage the WRTU program budget: purchase requests,
procurements, and acquisitions, accounts payable/receivables,
contracts, supplies, equipment, IT, etc.
- Lead development and processing of vendor/consultant
contracting- to include writing RFPs, securing bids, and allocating
funding within organization guidelines.
- Maintain inventories of supplies, equipment, and oversee WRTU
asset management systems.
- Manage youth timesheets, payroll, pay stubs, tax deductions,
and other pertinent fiscal functions for youth's earning
disbursements.
- Work with/provide guidance to youth internship Employer
Consortium re: fiscal processes.
- Work with related vendors; contracting, troubleshooting,
problem solving, and evaluating vendor outcomes.
- Maintain accurate hard and electronic fiscal records,
documents, files; and correspondence; manage any related online
databases/systems.
- Conduct regular program fiscal meetings with internal and/or
external stakeholders.
- Conduct internal fiscal audits and compliance testing,
monitoring, meeting and report-outs, as needed.
- Collaborate and support specific program-related duties or
goals of other WRTU operations team members: Project Manager, TANF
Specialist, Program Compliance Specialist, Employer Relations
Specialist, etc.
- Generate fiscal reports, dashboards, trends, projections,
expenditures, etc. in written and/ oral communications, regularly
and as requested.
- Attend organization and WRTU fiscal meetings, as
scheduled.
- Manage the WRTU Panther Pride/Culture Shop to include
supervising youth interns; develop and implement youth training
specific to job skills related to finance, accounting, retail,
etc.
- Provide finance training to WRTU staff (ex. Onboarding new
hires, annual in-service, new laws/regulations/policies, etc.),
youth and families on youth payroll processes.
- Prepare fiscal presentations (verbally and written).
Experience and Skills
Job Requirements Education and Experience:
- Excellent analytical, critical thinking, and problem-solving
skills and demonstrate the ability to work independently and take
initiative for process improvement.
- Excellent customer service skills in a high-volume
environment.
- Experience with diverse populations.
- Intermediate Mathematical skills including adding, subtracting,
multiplication, division, percentages, etc.
- General computer skills typically and considerable experience
using Microsoft Word and Excel required.
- Knowledge of a general ledger system is desirable.
- Must be able to handle multiple projects and manage time
efficiently to achieve deadlines.
- Demonstrates consistent ability to hit deadlines with high
quality outcomes.
- Needs to demonstrate professionalism, teamwork, and exhibit
strong communication skills with all levels of management within
the organization, and with internal and external clients.
- In-depth knowledge of spreadsheets and various fiscal
management systems.

Education and Experience
- Bachelor's degree in Accounting, Finance, or other
Business-related field required, or an equivalent combination of
education and experience OR
- Associate's Degree in related field from an accredited college
with (2) years working experience
