Scope of PositionResponsible for providing centralized technical design, engineering, maintenance and 24x7 operational support for network and associated monitoring systems, as well as providing second and third level telephone support for these organizational mission-critical systems. The Infrastructure as a Service (IaaS) group within OSUWMC IT Business Technology Services (BTS) is committed to assisting The Ohio State University Medical Center (OSUWMC) and its patients.Position SummaryContributes strategic vision and serves as the top-level technical contributor in the planning, architectural design, development and implementation of integrated technology solutions that support and enhance the network infrastructure for the Medical Center. Responsible for the overall design and architecture of the network systems environment. Leads in the engineering, build, installation / configuration, operation, and maintenance of network and related monitoring systems to ensure stability, reliability and acceptable performance. Provides functional and empirical analysis related to the planning, design, installation, and implementation of the network infrastructure. Plans and develops the detailed engineering, design and implementation of the Medical Center's network environment. Plans and performs upgrades of network systems hardware and support systems in accordance with ITIL best practices. Consults on major initiatives, including multiple departments, service lines, platforms, and various administrative interfaces regarding the integration of network systems technology with overall business/healthcare solutions. Responsible for network systems projects involving high business risk, scope and impact to the organization; leads and facilitates strategic projects involved in evaluating and researching new and existing products, procedures and/or workflows needs associated with network systems for the Medical Center. Acts as a subject matter expert on network systems strategies, procedures, policies, and methodologies. Provides direction and insight to leaders, peers and team members regarding the identification and alignment of strategic network systems requirements with evolving information technology/business opportunities. Recognized across the organization for network systems expertise and sought as a source for resolution of unique or the most complex systems problems.Duties and ResponsibilitiesThe duties of this position are performed under the general review and supervision. Assignments will be completed independently, subject to periodic review and approval.Engineering (40%)

  • Serves as the top level technical expert responsible for the design and architecture of the network systems environment.
  • Develops strategy of network systems and the design infrastructure necessary to support that strategy.
  • Translates business/information technology needs into long-term architectural solutions.
  • Defines, designs, and constructs network systems architecture and infrastructure for the Medical Center; responsible for developing network systems blueprints, evaluating hardware and software platforms, and integrating systems.
  • Responsible for the development of policies, standards and guidelines that direct the selection, development, implementation and use of information technology within the network environment.
  • Leads in the planning, engineering, development, implementation and allocation of resources for network infrastructures and equipment. Executes short-term planning activities for network development and implementation including transmission media, system architecture, and general technology guidelines.
  • Executes complex network engineering projects, test and evaluation programs, and engineering services including transmission and circuit design software. Responsible for the evaluation and determination of network systems needs, development, process analysis, design and re-engineering.
  • Responsible for the planning and engineering activities of complex network product evaluations and develops and recommends technical solutions to management. Executes assessments of risk, cost and return on investment scenarios and impact as well as compatibility with existing hardware and software systems. Performs all functions of change management, configuration management, performance analysis, physical planning, national vendor management, inventory control, technical standards, procedures and product evaluations for network systems.
  • Provides technical analysis and systems engineering of software, hardware and network systems, LAN/WAN communications, network nodes, switches, and various transmission systems. Develops and implements methodologies for system analysis, acquisition, installation and consultation services in order to ensure compatibility of all software and hardware products at each network facility.
  • Responsible for the selection, integration and coordination of networks for the organization. Responsible for the technical architecture and the necessary design, installation, and administration of hardware and software. Recommends acquisition of new hardware and software as well as network security and access procedures.
  • Evaluates the most complex network systems and recommends to management on resource requirements necessary to maintain and/or expand service levels. Develops and implements network migration and architectural plans. Ensures that plans integrate effectively with other aspects of the technical infrastructure.
  • Provides network modeling and simulation consulting to further clarify client/server networking needs as well as the engineering of router-based high-speed technology network transports and new advanced networking technologies to deliver the most efficient client/server application functionality and capacity performance. Develops, implements and utilizes bridges, routers, gateways, and transport media.
  • Influences the strategic future direction of the Medical Center as it relates to the alignment of creative network solutions and business opportunities; contributes to the overall strategic vision of the organization and integrates a broad range of ideas regarding network technology plans and strategies to improve the existing systems and operations of the Medical Center.Support & Maintenance (20%)Maintenance
    • Performs systems monitoring and performance activities to ensure operation to standard and optimal efficiency and productivity of all system software and hardware components are constantly maintained.
    • Develops fault diagnosis, isolation and resolution techniques that ensure optimal performance of the managed systems is constantly maintained.
    • Facilitates needed hardware repair and procurement services with vendors as required.
    • Responsible for effective deployment, installation, configuration, operation, maintenance and support of network systems hardware and software and related infrastructure.
    • Installs and implements moderately complex network systems software and hardware, systems monitoring tools to support multiple business cases and requirements. Plans and performs upgrades of operating systems software; coordinates applications integration into the new environment.
    • Adheres to departmental processes, including (but not limited to) change management, configuration management, incident management, problem management and disaster recovery planning as it pertains to supporting the network environment.
    • Creates, documents, maintains and follows standard operating procedures.Support
      • Determines, diagnoses, isolates and resolves system resource and utilization problems to maximize scheduled system uptime and minimize unplanned outages.Projects (30%)
        • Consults on major initiatives, including multiple departments, service lines, platforms, and various administrative interfaces regarding the integration of network systems technology with overall business/healthcare solutions.
        • Responsible for network systems projects involving high business risk, scope and impact to the organization; leads and facilitates strategic projects involved in evaluating and researching new and existing products, procedures and/or workflows needs associated with network systems for the Medical Center
        • Evaluates integrated technology strategies and plans for large-scale network initiatives and/or projects that cross disciplines and business units and which are the most complex in nature and based on technical and business specifications in accordance with company as well as healthcare industry standards.
        • Develops, implements, and recommends network systems policies, standards and procedures.
        • Provides subject matter mentoring on all network activities. Acts as a resource for direction, training and guidance for less experienced staff. Acts as a subject matter expert on network strategies, procedures, policies, and methodologies.Other (10%)

            Extensive working knowledge of networking protocols, transmission media and systems integration techniques. Knowledge of program logic, analysis and design is also required.
