Description
Community Housing Network provides permanent supportive housing,
combining safe, affordable housing with voluntary services to
support people experiencing homelessness and who are disabled by
mental illness or substance use disorders. The services are
designed to build independent living and tenancy skills and connect
people to a full range of services, including case management,
recovery treatment, health care, vocational and employment support,
access to benefits, money management, daily living assistance, and
social and recreational activities.
The Senior Property Manager is responsible for performing all
Property Management processes as required by partners and funders.
These processes include move in, inspection, income certification,
lease enforcement, move out and property maintenance. The Senior
Property Manager is responsible for working with Service Partners
to assist tenants in removing barriers that may jeopardize their
housing. This role will also provide coaching and mentoring to
Property Managers and be responsible for additional administrative
tasks in support of the Regional Manager. The Senior Property
Manager is able to manage large complex project portfolios and/or
has demonstrated mastery of all key Property Management knowledge
bases and job functions.
ESSENTIAL DUTIES:
Property Portfolio Management
- Perform all required property management processes to ensure
that funder requirements are met; complete required administrative
tasks including move-ins, certifications, inspections, rent
collection, move-outs, and weekly reporting. Submit funder required
or internal paperwork on a timely basis.
- Maintain physical assets by ensuring routine maintenance and
upkeep is implemented. Perform inspections in support of
housekeeping expectations. Work closely with maintenance team to
confirm work orders and unit turns are completed on a timely basis,
vendor work is fulfilled as defined by the contracts and curb
appeal is maintained. Lease Enforcement
- Monitor daily activity to ensure lease and house rules are
followed. Prepare enforcement documentation such as strict
compliance, 30-day, 10 day and eviction paperwork as required
- Manage all aspects of the lease in conjunction with handling
challenging behavior issues
- Manage receivables on a regular basis. Collect rent, work with
tenants to ensure rent is paid in a timely and accurate manner and
communicate with Payees and Case Managers as required Tennant
Support
- Work with CHN Supportive Services or Third-Party Service
Providers to assist tenants in removing barriers to stable housing
as applicable. Enter tenant memos and document interaction in a
timely manner. Data Collection and Processing
- Understand and process information related to CHN's various
funder requirements including HUD, Low-Income Tax Credit, home,
Housing Assistance Program, Franklin County ADAMH and the Community
Shelter Board
- Collect and process data and information as required to comply
with internal and external reporting requirements Training and
Development
- Train and mentor new Property Managers on all aspects of the
role. This includes HUD, Tax Credit, HOME, COC (Main Funder) and
COC (Service Dollar) paperwork as required.
- Work with current team members as required to train, support
and/or monitor progress
- Perform training on processes or systems as required: EIV,
Yardi, CMHA, HUD, Tax Credit, Legal
- Provide support with handling tenant issues and working with
other CHN departments Community Relations
- Develop relationships and effectively communicate with
Community Partners Regional Manager Support
- Assist in supervising Property Management and Maintenance Teams
in absence of the Area Manager. Train and develop Property Managers
as needed
- Take on responsibility for additional administrative tasks such
as utility reimbursements, lease charge adjustments, communication
with CMHA and special projects. Other: Provide knowledge and
guidance to support organizational initiatives related to
profession; Lead, guide, and train employees, interns, and
volunteers performing related work. Carry out other such duties as
may be assigned or requested. Contribute to CHN activities as
required. Actively participate as a member of CHN's community.
Qualifications
Education/Years& Type of Experience: High School diploma or
equivalent required. Associate degree and/or two years of
experience in Permanent Supportive Housing, Social Services or
Property Management field preferred. Experience working with
vulnerable populations preferred.
Certifications, Licenses, Credentials: Valid Driver's License,
auto-insurance required; CPO preferred
Knowledge, Skills & Other Requirements:
- Understanding and working knowledge of affordable housing
issues and programs, including fair housing and housing
subsidies
- Proficient in Microsoft Office Suite Products and ability to
learn and adapt to changing technology utilized in role
- Proficient skill using property management software
(specifically Yardi) preferred
- General understanding of LIHTC and HUD programs preferred
- Demonstrated Mastery of Core PM knowledge Base
- Able to manage large and/or complex portfolios
Work Environment: This job is primarily located at the CHN resident
property, with the option to utilize the CHN Corporate Office for
meetings and other work duties for single-site portfolios.
Scattered site portfolios will be based primarily at CHN Corporate
Office, with the expectation to travel regularly to assigned
properties.
