Overview of Responsibilities Reporting to the Director
Government Grants (the Director), The Quality Assurance and
Compliance Manager, with the Director, is responsible for ensuring
the accountability, transparency, and ethical business culture for
the Association's Home Energy Assistance Program (HEAP) Department.
This position will assist in program monitoring of all cases within
the mandated timeframes. The QA and Compliance Manager will also
assist the Director in creation and application of policies and
processes that facilitate the monitoring and reporting of suspected
employee and/or HEAP applicant fraud. They will provide ethics and
compliance education, direction and ongoing feedback to staff in
all HEAP policies and updates. Additionally, they will act as the
direct contact for the Ohio Department of Development's (ODOD)
Office of Community Assistance's (OCA) Integrity department for
investigation of suspected fraudulent issues. The responsibilities
of this position include assuring full compliance of applicable
HEAP regulations. This position keeps a record of all OCA waivers
granted to the Association in each season. Quality AssuranceThe
Quality Assurance and Compliance Manager, is responsible for
monitoring of the Crisis program, online, and queue cases based on
the matrix established in the OCA guidelines. These are daily
activities and staff should receive written feedback on cases that
need correction with a copy sent to the Director and Case Manager
and Training Manager. In addition, written verification should be
kept on those HEAP Case Managers that are exemplifying excellence
in their work for merit and future promotion opportunities. Follows
up on case file corrections to ensure they are completed timely and
accurately. Provides quality assurance for all program sites,
including outreach sites. Stays educated and trained on software
updates, and reports. Provide resolutions for designated inquiries
within mandated 48 hour time periodComplianceThe Quality Assurance
and Compliance Manager assists the Director in creation and
application of policies and processes that facilitate the
monitoring and reporting of suspected employee and/or HEAP
applicant fraud. They assist the Director in managing and directing
the implementation of the HEAP Integrity program to reduce
vulnerability of client and employee fraud, abuse and waste in HEAP
funds. They will investigate alleged noncompliance and be
responsible as the direct contact and liaison between the
Association case managers and the State of Ohio OCA Compliance
program.PIPP ProcessingThe Quality Assurance and Compliance Manager
is also responsible for training, monitoring applications completed
reviewing and evaluating the work of the PIPP Processing staff.
These are the applications that are submitted through the online
portal or mailed into the Department of Development. This position
needs to understand the differences between processing queue and
online applications from mailed in, phone interview and in-person
applications. Essential Position Requirements Directs and evaluates
the work of direct reports. Enforces and sets a positive example
for others in complying with the employment policies of
theAssociation, consistent with its Employee Handbook and other
policies. Responsible for quality assurance for the Crisis, Low
Income Household Water Assistance Program (LIHWAP), Percentage of
Income Payment Plan Plus (PIPP), & Home Energy Assistance Program
(HEAP) cases that are processed by the Agency. Must meet or exceed
the percentages of cases required to be reviewed as set by OCA and
detailed in the Energy Assistance Guidelines. Updates worksheet of
cases reviewed for Case Manager/Training Manager Provides written
report on quality and quantity of staff's work for performance
evaluation Follows up case file corrections for completion in a
timely and accurate manner. Works with Director and Case
Manager/Training Manger to identify problem areas and to develop
strategies to improve employee work quality and quantity.
Qualifications Bachelor's Degree in social services field and/or
equivalent. (Years of service may be substituted for education,
year to year.) 2 years' experience in Human Service setting. 2
years' experience in economic assistance. 2 years' experience
processing HEAP application Ability to relate and have empathy for
diverse cultures experiencing economic hardships. Valid driver's
license and reliable automobile with insurance coverage. The
