The Health Research and Analytics (HRA) business line is currently seeking a Senior Program Manager for the Defense Health Agency (DHA) Tricare Quality Monitoring Contract (TQMC). Position may be located in Columbus, OH; Crystal City, VA or remote within US.
This position is contingent upon award of work.
Job Summary
As a Senior Program Manager, you will oversee the execution and fiscal management of $50M plus in government and commercial contracts in the fields of healthcare quality improvement, environmental health outcomes and health protection. This is an opportunity to leverage your knowledge of government contracting/procurement with a demonstrated ability to apply proven processes to ensure customer requirements are met including technical, financial, risk, schedule, and all other contractual commitments. All applicants should have exceptional communication skills with the ability to effectively collaborate across diverse audiences.
Responsibilities



  • Program manager for government and commercial contracts with an estimated annual business volume of more than $50M within a matrix organization and building strong long-term client relationships.


  • Responsible for managing a large portfolio of government and/or commercial programs which are of high risk and complexity


  • Develops the strategy for program capture and execution


  • Leads cross-functional teams to achieve program objective


  • Responsible for business development within current customer base and/or for new customers; should support and/or lead capture and proposal efforts.


  • Solves and leads others to solve unique problems with broad impact on the business; requires conceptual and innovative thinking to develop solutions


  • Communicates complex ideas, anticipates potential objections and persuades others, often at senior levels, to adopt a different point of view.


    Key Qualifications


    • Experience working with the Tricare Monitoring Contract


    • Bachelor's degree in business, public health or health policy and at least 12 years of relevant experience, or an equivalent combination of education/experience.


    • Certified Project Management Professional (PMP).


    • Experience working with the following contract types: Firm Fixed Price, Cost Plus Fixed Fee, Time and Materials.


    • Experience successfully working in contract research for federal clients, including Defense Health Agency (DHA) and Centers for Medicare & Medicaid Services (CMS)


    • Experience managing cross-functional teams


    • Proven experience in mitigating risks on a red program and creating a positive stable financial state.


      Preferred Qualifications


      • Experience writing winning funding proposals, conducting business development efforts, leading or contributing to strategic planning efforts, and/or growing program portfolios


      • Experience successfully applying project management principles, including overseeing project performance, timelines, and budgets.


      • Experience with Microsoft Client Relationship Management (CRM) tool


        Salary
        Salary: $143,000 - $190,000/yr
        This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
